112 Yunlin County Wastewater Pollutant Reduction Management, Prevention Control, Water Pollution Source Inspection and Water Pollution Fee Collection Audit Project

Absrtact
The main purpose of this project is to analyze the environmental background data of the Beigang River Basin and Hsinhuwei River Basin in Yunlin County to further improve the water pollution situation. It is also hoped that through the investigation of background water quality data of each tributary drainage and other drainage, the sources of pollution will be identified in detail, and relevant pollution control measures will be developed based on scientific data. Through the establishment of river water quality models and water quality sampling and testing results, water quality model calibration and verification work were completed. At the same time, we assist in the tracking and management of various "Water Pollution Prevention and Control Assessment Plans" to improve assessment results and strengthen their implementation effectiveness. We also use scientific inspection methods to complete the inspection of businesses listed under the control of the Water Pollution Prevention and Control Act in the jurisdiction, as well as temporarily registered and unregistered factories and other unregulated businesses in the catchment area upstream of the water quality monitoring station. In addition, the management and collection of water pollution prevention and control fees can also be improved through the water pollution prevention and control fee collection review. This project also organizes legal publicity and briefing sessions related to the Water Pollution Prevention and Control Act to enhance the familiarity of businesses within the jurisdiction with related laws to avoid penalties. During the implementation of the project, the collection and analysis of the environmental background data of the Beigang River Basin and the Hsinhuwei River Basin have been completed, and trend analysis has been conducted on the discharge characteristics of water pollution sources and changes in discharge data. For Beigang river, Hsinhuwei river tributary drainage and other large drainage basins, 80 river water quality sampling stations have been analyzed, and river water quality model calibration, verification and related approaches have been conducted. Based on the past relevant plans and the results of the water quality sampling of this project, the water quality changes of Beigang river and Hsinhuwei river have been illuminated. The primary indicator pollutants are biochemical oxygen demand (BOD) and ammonia-nitrogen. In the Beigang River Basin, the main source of BOD is domestic sewage, followed by livestock wastewater, accounting for 59.8% and 31.0% respectively, and non-point source pollution is 8.1%. Ammonia-nitrogen pollutants are generally dominated by domestic sewage and livestock wastewater pollution, accounting for 44.0% and 39.0% respectively, while non-point sources account for 16.5%. SS mainly comes from non-point source pollution, accounting for 50.5% of the total pollution, followed by domestic sewage 33.5% and livestock wastewater 15.3%. The Hsinhuwei River Basin is mainly polluted by livestock wastewater. In this watershed, BOD, ammonia-nitrogen and SS, and livestock wastewater account for approximately 67.4%, 67.5% and 44.3% of the total mass respectively. It is recommended that the indicator pollutants that should be prioritized for control in the Beigang River Basin should focus on BOD and ammonia-nitrogen improvement at the water quality monitoring stations of Tuku Bridge and Kuankuang Bridge, which are more seriously polluted. The index water quality pollutants that are prioritized for control in the Hsinhuwei River Basin are recommended to focus on improving BOD and ammonia-nitrogen in the increasingly polluted Feng Bridge, Haifeng Bridge and newly added Wengang Bridge monitoring stations. It is recommended that various pollution restoration strategies and directions should be continuously formulated and pollution reduction work should be fully strengthened for target pollutants, including sewer construction, on-site water quality purification projects, animal husbandry biogas slurry and residue resource recycling, and strengthening of business inspection and control measures and other related strengthening measures. and strategy. In addition, this plan has calculated and submitted the water quality improvement actions of key monitoring stations this year and calculated the estimated cumulative pollution reduction for the Yunlin County Water Pollution Prevention and Control Assessment Plan. The project has completed 4 annual evaluation work review meetings and 1 river pollution control research and analysis symposium. The inventory of temporarily registered and unregistered factories and other unregulated businesses in the catchment area upstream of the water quality monitoring station has been completed to 100 companies. In addition, 240 inspections were conducted on businesses subject to water pollution prevention and control fees. Completed 3 publicity briefings on Water Pollution Prevention and Control Act and regulations and domestic sewage reduction. The planned work project has been 100% completed and complies with the relevant provisions of the contract.
